Also River would be able to TELL and would probably cover her eyes very quickly as I can't imagine Raphael wouldn't terrify her immediately. Invisibility/intangibility: River is a ceiling-cat stalker so yes, but she would know she's being watched and would try to talk to him directly/indirectly Body manipulation: He may do both with the caveat that being hurt/tortured is not terribly likely to break River. She's used to it. Supernatural Perception: My character is human just a broken one. Dream Walking: Sure! At any given time, however, River might not be having her own dreams but parts of the dreams of others. Memory Manipulation: Raphael is more than able to TRY but since River's brain sort of breaks and fixes itself in it's own patterns she is likely to notice (even if she can't sort out who did it) and start shrieking about it.
River also has a permissions post here. Her form of telepathy is latent and not under her control most of the time so feel free to have her just get the noise (or lack thereof) of your choice if she's around Raphael.
