It probably wouldn't overwhelm him - Raphael is one of the most powerful beings from his world, and one of the oldest. It would impress him, certainly.

As for the rest: Sure, no problem! With someone like Raphael, I use the perms stuff for two things: One to know if Raphael can read someone upon meeting them to know their name/what the are/basic stuff and to know who might be open to what kind of plotting later. I always double check before doing anything. :)
