Raphael is a Godmod, I am not. Please let me know what it is and isn't ok for him to know/do!
Angelic Flight - Angels can fly - appearing in the blink of an eye, often with a sound of wings and occasionally electrical surges. They are also able to transport others with them. While lesser angels need to touch, the archangels do not. Most humans seem to find this uncomfortable or disconcerting at first. If needed, may Raphael fly your character somewhere?
Telepathy - Angels are able to read a person's mind/past by looking into their eyes. What may Raphael know (if anything) about your character?
Invisibility/intangibility - If needed, may he spy on your character? Note: I will always clear each time I do this, even if I have a blanket 'yes'.
Body manipulation - Angels can heal, not only their Vessels, but others of any injury, even death. Conversely, they are able to cause harm as well. Raphael, due to being the Archangel of Healing is better at healing - and causing harm - than his brothers, and he states he is creative about it. May Raphael heal or harm your character?
Supernatural Perception - Angels are able to sense supernatural things, of all sorts, including things which are invisible. Eve and God are able to conceal their presence from him, it is likely Death can as well. Michael and Lucifer can also conceal their presence from those younger than them. If you character is something supernatural, may Raphael sense it?
Dream Walking - Angels can visit people via dream and guide their dreams as a way of communicating. If needed, may Raphael enter your character's dreams?
Memory Manipulation - Angels are able to alter, ease, or plant memories. Again, may Raphael do this?

7). Using telepathy/mind reading abilities on this character: That's a very bad idea. He's likely to burn out the eyes (or kill) anyone who tries.

Angelic Flight: Yep. He won't like it, but go for it.
Telepathy: Ned's mind is fairly easy to read, I imagine. Raphael is allowed to read whatever he wants there, but we might want to talk about what he'd find there if that situation emerges.
Invisibility/intangibility: Sure.
Body manipulation: Go for it.
Supernatural Perception: He can probably sense that Ned isn't 100% straight up normal human, particularly if he's the angel of healing. Ned's powers are sort of healing, in a way, so he should definitely be able to sense that Something Is Up With This Kid.

Memory Manipulation: I'd prefer not, but it's not a solid no. We can talk about it more if the situation arises.

Healer based powers people he might start claiming after a while but it's going to take months of IC stuff to get him there.
And sure! I've mentioned it to Lynn about Erik - it would take something huge for him to just wipe memories from people - it's not a difficult thing to do but it's not often done. But if he does develop fondness for someone he might eventually offer to ease a particularly bad memory or strengthen a particularly good one.
I mostly use perms post replies as a record as to who might want to what what kind of stuff later.

Ooh that could be.... interesting, certainly. Particularly if Ned knows he's an angel by then. That's going to do his tiny formerly-Catholic brain a really doozy.

I have no problem not outing powers - Raphael doesn't have much reason to, really.
Raphael breaks all the brains, man. He really does.
