Raphael is a Godmod, I am not. Please let me know what it is and isn't ok for him to know/do!
Angelic Flight - Angels can fly - appearing in the blink of an eye, often with a sound of wings and occasionally electrical surges. They are also able to transport others with them. While lesser angels need to touch, the archangels do not. Most humans seem to find this uncomfortable or disconcerting at first. If needed, may Raphael fly your character somewhere?
Telepathy - Angels are able to read a person's mind/past by looking into their eyes. What may Raphael know (if anything) about your character?
Invisibility/intangibility - If needed, may he spy on your character? Note: I will always clear each time I do this, even if I have a blanket 'yes'.
Body manipulation - Angels can heal, not only their Vessels, but others of any injury, even death. Conversely, they are able to cause harm as well. Raphael, due to being the Archangel of Healing is better at healing - and causing harm - than his brothers, and he states he is creative about it. May Raphael heal or harm your character?
Supernatural Perception - Angels are able to sense supernatural things, of all sorts, including things which are invisible. Eve and God are able to conceal their presence from him, it is likely Death can as well. Michael and Lucifer can also conceal their presence from those younger than them. If you character is something supernatural, may Raphael sense it?
Dream Walking - Angels can visit people via dream and guide their dreams as a way of communicating. If needed, may Raphael enter your character's dreams?
Memory Manipulation - Angels are able to alter, ease, or plant memories. Again, may Raphael do this?

7). Using telepathy/mind reading abilities on this character: That's a very bad idea. He's likely to burn out the eyes (or kill) anyone who tries.

Angelic Flight: Go for it!
Telepathy: Yep! If he's reading her thoughts, there may be some interference due to the buzzing, but depending on how you interpret angel telepathy, that may not be an issue? Otherwise, anything in her app is fair game. Reading her may also come with some information on the buzzing, if you'd like. What we know about them so far is still fuzzy, so all I can really link for that is it talking about itself in crazy cryptic bee-speak.
Invisibility/intangibility: Yep.
Body manipulation: She heals unnaturally quickly on her own, but he is welcome to speed the process, hinder it, or flat out hurt her as he sees fit.
Supernatural Perception: Carter is mostly human, but there is definitely something off about her. In-game, characters with supernatural perception describe people like her as tasting/smelling like honey and having unusually bright auras, if that's something he'd see.
Dream Walking: Go for it.
Memory Manipulation: If it makes sense in the situation. I'll likely say yes, but please check!
